A natural or legal person who purchases IVENT e-Welfare from IVENT.
The data of a Contracting Party required in combination with the selected Payment Manner to conclude an Agreement.
The period for which the User has paid or will pay in accordance with the Payment Manner.

The purchase of a prepaid voucher, the use of a credit card or another online means of payment, the choosing of a 0900 payment number or any payment manner to be introduced later.
The agreement to purchase the IVENT e-Welfare..
An environment where e-Welfare has made one or more points of access.
The possibility to make a connection with a Hotspot via Peripheral Equipment.
These general terms and conditions shall apply to any offer or any agreement between the user and IVENT.
The Ministry of Defence has a standard code of conduct and regulations for all its employees. In so far as relevant, this code of conduct shall apply to this agreement.
IVENT reserves the right to change these general terms and conditions unilaterally.
An Agreement is concluded after the User has typed his/her Login Data and ends by operation of law upon expiry of the Period of Use.
The User guarantees the correctness of the Login Data entered by him/her electronically to conclude an Agreement. IVENT is not obliged to verify the correctness of these data.
With due observance of what has been stipulated elsewhere in these General Terms and Conditions, IVENT is entitled to suspend the supply of the Service (temporarily) if the User does not fulfil one or several obligations towards IVENT arising from this Agreement and this non-fulfilment justifies suspension.
e-Welfare shall only be used in combination with Peripheral Equipment that satisfies the applicable legal requirements. The consequences of the use of equipment that does not satisfy these requirements are at the expense and risk of the User. The functionalities of Peripheral Equipment may differ, which may affect the possibilities of use and the quality of the Service.
The User shall not allow third parties to use the e-Welfare using his/her Login Data. However, the User is liable for the use that is made of the e-Welfare, even if this is done without his/her knowledge.
The User shall not make improper use of e-Welfare, e.g. by performing activities or have activities performed:
If the telecommunication traffic is disturbed by the use of the Service by the User (e.g. due to the use of not well-operating Peripheral Equipment), the User will be obliged to act in accordance with the rules to be given by IVENT and to accept the financial consequences connected with it. If, in the opinion of IVENT, this is necessary, IVENT may put the e-Welfare Service to the User (temporarily) completely or partially out of operation, immediately, if necessary.
The technical characteristics of the Service may be changed by IVENT in order to continue satisfying the requirements of time and state of the art. Where possible, IVENT will try to implement the aforementioned changes without limiting the possibilities of use of the Service.
Use of e-Welfare is possible using a password and username combination or pin code provided for that purpose by IVENT. The User is liable for any use made of his/her password and username or pin code.
For the use of e-Welfare, the User owes the rates set for it by IVENT. The rates are published on the www.e-welfare.nl site. At the same time, the User can request the rates via the SDD. IVENT may adjust the rates from time to time. The determination of the due amounts by the e-Welfare administration is binding, unless it is demonstrated that these data are incorrect.
IVENT points out that an operating session and the corresponding cost continue until the moment when the User logs off in the prescribed manner. If the User does not log off in the prescribed manner, lands outside the range of the e-Welfare during an operating session or for any other reason loses the e-Welfare with the e-Welfare location without logging off, the operating session and the corresponding cost will continue for a specific time.
To use the e-Welfare
hotspot, the User must have WLAN- suitable equipment available that supports the
IEEE 802.11b/g standard. At the same time, the User must have one of the
following operating systems and one of the following internet browsers

To use internet through a telephone, the phone needs to be equipped with 802.11b/g and an complete browser (cookies and javascript need to be supported).
To use the e-Welfare GSM network, the user needs to use a telephone not older than 4 years.
IVENT does not provide support on the equipment privately held by the User.
Specifications for use issued in respect of the e-Welfare HotSpot, including the speed with which the User can use the internet, may fluctuate. The speed depends, amongst other things, from the number of users of the HotSpot, the (satellite) Connection and the distance at which the User is situated from the access point of the IVENT Hotspot.
The User shall ensure that his/her use of e- Welfare HotSpot does not cause unnecessary nuisance to other users of e- Welfare HotSpot and the internet. At the same time, the User shall ensure that his/her use of IVENT HotSpot does not harm the infrastructure of e-Welfare.
At any rate, the User shall refrain from:
The data traffic between the HotSpot and the Peripheral Equipment used by the User takes place encrypted or unencrypted, depending on the technical possibilities of the Peripheral Equipment. The User, therefore, shall accept the risk that the transported data can be received by others than for whom they are destined.
The use of Internet shall also occur at the risk of the User.
The User shall be responsible for the protection of his/her equipment and the software and files against viruses and other harmful influences.
The Service uses wireless network technique. The possibilities to realize e-Welfare and the quality and features of it will therefore not be (as) good always and everywhere. The differences are related to, amongst other things, the Peripheral Equipment used, the radio coverage of the HotSpot, which may be affected by failures experienced by equipment using the same radio frequency on the HotSpot, the quantity of telecommunication traffic, etc.
To supply the use of the e-Welfare Internet to all Users in a manner that is as uniform as possible within the technical possibilities of the Service, IVENT determines which applications can be blocked or admitted. IVENT reserves the right to make adaptations at times.
IVENT does not guarantee that files and other data are sent or received completely, unchanged and within a specific time.
IVENT shall make an effort to have the supply of the Service take place with as few failures as possible. It is not possible, however, from a technical point of view to prevent each failure or limitation of the Service. Liability for the failure or insufficient functioning of the Service shall only exist within the limits of these General Terms and Conditions.
e-Welfare is maintained by or on behalf of IVENT and its suppliers. With a view to maintenance, IVENT may stop the operation of the e-Welfare service temporarily. IVENT shall limit this as much as possible and, where possible, make this known in due time.
Failures shall be examined and remedied to the best of IVENT’s ability as soon as possible after IVENT and its suppliers have been notified of them.
The User shall owe IVENT for the Service in accordance with the rates fixed for it and published generally (on the Internet site www.e-welfare.nl.). The rates consist of amounts due per period and against advance payment, which payment shall be made via the Payment Manner.
For the determination of the amounts due, the data of IVENT shall be decisive, unless it is demonstrated that these data are incorrect. When determining these data, IVENT shall observe the care that may be required in this respect.
No repayments shall be made from a current account. If a balance has not been fully used when an account is closed, the balance may be transferred to a 12Connect account.
In the framework of the conclusion or execution of an Agreement the User shall not be liable, except for what has been stipulated in the next paragraphs of this clause or elsewhere in these General Terms and Conditions.
The User shall be liable for damage caused due to a shortcoming attributable to him/her.
The User shall safeguard IVENT against claims from third parties for compensation of damage that these third parties might or would want to recover from IVENT in any manner, in so far as this claim is based on the use made by the user of the e-Welfare service, in particular in respect of the content of information sent or requested by him/her, using an e-Welfare service as well as any intellectual property rights on it.
In the framework of the conclusion or execution of the Agreement, IVENT shall not be liable for direct and indirect damage, including consequential damage.
In the case of complaints or disputes relating to the Service, in the first instance the User shall contact IVENT, via the telephone number published by IVENT for that purpose:

IVENT shall react to the content of the complaint or the dispute within 30 days after receipt thereof, unless this is not possible in fairness. In that case IVENT shall inform the User – stating the reasons – within that term when the reaction to the content will be notified to him/her at the latest.
To ensure that you can use e-Welfare, 12Connect will have to register you as a user. You will be requested to submit your personal data, so that a user account can be assigned to you. 12Connect attaches great importance to the protection of the personal data it receives. This Privacy Statement has been drawn up to inform you why we need your personal data and how we handle them.
The personal data are requested and stored by 12Connect with a view to the supply of e-Welfare. 12Connect shall be responsible for the protection of your personal data.
Pursuant to the Personal Data Protection Act, 12Connect has reported the processing of personal data to the Data Protection Authority.
It concerns the following personal data:
1. Name and first name(s)
2. Address, place of residence and telephone number
3. e-mail address.
Your personal data are requested for e.g. the following purposes:
12Connect also processes your traffic data. It concerns then the time and the duration, up- and downloads quantity and dialled and received telephone numbers, IP addresses and MAC addresses of the use of e-Welfare. These data are processed for the following purposes:
12Connect considers your personal data very confidential and will not provide them to third parties. There are only three exceptions to this. 12Connect will provide your personal data to the competent authorities, if the law obliges 12Connect to do so. Furthermore, 12Connect will provide your personal data to third parties, if you have given your express permission for this. In the latter case, only those data are provided that you have released to third parties to be specified by you.
12Connect has built its organization with maximum protection of your data. In addition, much attention has been paid to the technical and physical protection of the systems in which your data are stored. This way 12Connect guarantees that your data will only be accessible to persons who are thus qualified because of their function and that your data will exclusively be used for the purposes for which they were obtained and compatible purposes.
You have the right of access to your personal data that we have recorded. If you wish so, please submit a written request to that effect stating your name, address, telephone number, accompanied by a copy of a valid proof of identity.
